This is the LEGO Football Referee Minifigure from Series 24 of the LEGO CMF line. Set Number 71037.
In 2006 we saw the soccer ball in the Street Soccer set. It’s been a long time.. This is an easy set to identify because of the shape of the ball.
The ref is female, has a printed headset, and two 1×2 tiles in red and yellow to signify the different kinds of penalties. You can see a pritned whistle on her yellow kit.
