This is the LEGO Popcorn Costume Minifigure from Series 23 of the LEGO CMF line. Set Number 71034.

This is another one of the Costume minifigures.  The 23rd series seems to have a few more than average.  I’ve created this link to see all the ones I have for sale in my shop.

This one is a simple minifigure, with a hat that essentially a big white and red stripped container full of popcorn.
