This is the LEGO Wheelchair Racer Minifigure.  He comes a racing wheelchair, a helmet, and a medal.  Baseplate and instructions are also included.

I open the packaging to verify the contents, transfer it to a new ziplock bag (unassembled), and ship it to you.
